In the event any customer of electric, sanitation, water or sewer services provided by the city fails to pay such bill prior to 7:00 a.m. on the 27th day following the date of such bill, the city shall have the right to discontinue any service covered by the bill for failure to pay any bill or portion thereof;

provided that no service shall be disconnected prior to notice being given the customer and the occupant of the premises if other than the customer, as provided in section 10-13.

In the event that partial payment is made by a customer, such payment shall be prorated among all charges owed to the city.

In addition to the right to discontinue service, nonpayment by 7:00 a.m. on the 27th day following billing shall result in the imposition of an administrative charge as determined by resolution of the mayor and council.

Such administrative charge is established to defray the cost of the city identifying, monitoring, and providing notices to delinquent accounts.

The City of College provides utility service to all business and residential customers in the city. The Customer Service Department mission is to provide excellent service to all customers while resolving concerns via telephones, email, mail, or face to face. We use telephones to reach out to customers, verify account information, give account update ascertain problems or reasons for calling.

The Customer Service Department is also responsible for: 

o   Answering questions or refers customers to the appropriate person;

Processes cash, check or debit card payments for utility accounts and property taxes.

o   Establishing  new  utility  accounts;  makes  adjustments  and  payment  agreements  for  utility accounts.


o   Accepting payments for various City functions such as property taxes, business licenses, inspections, etc.
